Jesse Smith Park, Milingimbi | Construction Works | Lot 253

Key Points:

A licensed hygienist and specialist team will carry out testing at lot 253 as asbestos material has been identified.
Remain clear of the fenced area around the construction site as our priority is to ensure the safety of all community members.

During construction of the new public toilet block for the community, asbestos material has been identified buried deep below ground level at the site.

To ensure this material is managed and removed safely before construction recommences, a licensed hygienist and specialist team will be attending the site early next week to carry out investigative test holes.

All appropriate safety controls and risk management measures will be in place during these works. Our priority is to ensure the safety of all community members.

The outcomes of this work will guide the next steps required to safely clean up the site, allowing construction of the new public toilet block to recommence as soon as possible.

East Arnhem Regional Council Launch Youth Strategy

East Arnhem Regional Council (EARC) is proud to launch the Youth Strategy 2026–2028 for East Arnhem.

This strategy outlines Council’s three-year roadmap and commitment to meaningful action for young people across all EARC communities.

The East Arnhem Youth Strategy identifies the region’s existing strengths and challenges, while recognising the important work that has been and is continuing to be delivered in our communities. The strategy provides a clear and practical three-year action plan for Council and creates renewed opportunities for collaboration and partnership.

Our 2026 priority is to amplify the voices of young people across our region. Community members we spoke with strongly supported the inclusion of young people in decision-making processes, and value their lived experience in shaping the future. To support this, EARC will create a formal role for young men and women to represent youth voices through the Local Authority and Council structure. This initiative will give young people a direct voice to Council and the broader community, empowering them to contribute to decisions and help shape solutions on issues that matter most to them.

We sincerely thank our Councillors , young people, community members and stakeholders for their valuable input and patience throughout the community-led consultations.

We look forward to sharing more and working together over the next three years to strengthen opportunities and outcomes for young people across East Arnhem.

We also acknowledge the Atria Group for leading the development of the Strategy and ensuring best-practice benchmarking guided this work.

On International Women’s Day, East Arnhem Regional Council celebrates the strength and leadership of the incredible women in our communities.

This year we are proud to share that Gumurr Marthakal Councillor Evelyna Dhamarrandji was selected to be featured on the Indigenous Marathon Foundation’s (IMF) International Women’s Day (IWD) Medal. Councillor Dhamarrandji is a 2013 Indigenous Marathon Project Graduate and the 2026 IMF IWD WARRIOR.

Having taken on marathons across Australia and oversees, including the New York Marathon, Councillor Dhamarrandji continues to lead with strength and determination that supports her community. As a strong leader she is paving the way for her future while inspiring others.

Community Grants Program Supports Sport Education

Protecting Dogs from Parvo Virus

The East Arnhem Regional Council Vet Team has put together some important information to help keep our community dogs safe from Parvo Virus.

Parvo is a serious virus that makes puppies very sick.

Signs your dog might have Parvo include:

• Not eating

• Bloody diarrhoea

• Vomiting

• Getting weak or very skinny

• Sudden death in young dogs

How to help stop Parvo:

Keep puppies inside, away from dirt, and away from other dogs where possible.

Parvo Virus is very hard to treat.

Moving Forward Together

As we all enter 2026 East Arnhem Regional Council (EARC) is pleased to share our latest short film, Moving Forward Together.

Moving Forward Together showcases the positive impacts that our Regional Council strives to achieve across East Arnhem Land. Through the strong leadership and guidance of our Elected Members and Local Authorities, EARC delivers vital services, projects and initiatives across six remote communities and supports many homelands throughout the region. These services play a crucial role in sustaining our people, improving quality of life and creating employment opportunities.

As Ganygulpa Dhurrkay, Gumurr Gattjirrk Councillor states:

“ We Yolŋu of East Arnhem Land are intertwined and deeply connected through the two pillars moieties of Dhuwa and Yirritja. Our bäpurru (clans), our riŋgitj (songlines), our yirralka (land) and our law (law). This is the foundation of our authority and governance as First Nations people.”

Cyril Bukulatjpi, Gumurr Marthakal Councillor also states importantly how:

“We Yolŋu, elect 12 Councillors from five cultural areas. From Gumurr Miwatj where the sun rises in the east, to Gumurr Miyarrka and Gumurr Marthakal of Elcho Island and the interior, to Gumurr Gattjirrk and Birr Rawarrang where the sun sets in the west. Up to another 69 people nominated from the communities and many homelands join our Councillors as representative members on six Local Authorities across our Yolŋu region.”

President, Lapulung Dhamarrandji highlights the importance of Yolŋu and Balanda working together.

“Mainly it’s about how Yolŋu and Balanda come together in understanding and to build that momentum of understand that is really meaningful for all of us. Regardless colour, for all nationalities, from different walks of life, to come together here in Australia to build a sustainable future for all of us.”

Filmed at Ramingining, Milingimbi, Gapuwiyak, Galiwin’ku, Yirrkala, Gunyangara and Gulkula (Garma Site), the short film showcases real experience of how Council services support daily life in remote communities.

EARC is dedicated to promoting the empowerment of individuals, safeguarding communities, and fostering respect for cultural diversity. We look forward to coming together for our first Council Meeting in 2026 on Wednesday 24 to Thursday, 26 February 2026. Strengthening Community Recycling in East Arnhem Land

East Arnhem Regional Council (EARC) values its strong partnership with Sea Swift in supporting community recycling initiatives across East Arnhem Land.

EARC delivers Waste and Environment Services to six remote communities including: Milingimbi , Ramingining , Galiwin’ku , Gapuwiyak , Yirrkala , and Gunyangara . Two of these six communities are located on islands which exacerbates the remoteness and challenges of transferring recyclables to recyclers based in Darwin.

Since March 2025, Sea Swift have worked in tandem with EARC in community recycling by supporting the community initiative in the form of freight assistance. This generous assistance strengths our communities through the removal of recyclables and listed wastes (tyres, batteries, gas bottles and more) from our community landfills and returning them to the circular economy.

Through the support provided by Sea Swift , our programs help keep community landfills safe and functional, protecting the environment, waterways, and public health.

Partnerships like these are vital to the success and longevity of recycling programs in remote communities. We look forward to continuing our collaboration with Sea Swift to strengthen East Arnhem Land together.

Let’s Keep Milingimbi Safe - No Fires at the Landfill

East Arnhem Regional Council is asking everyone to help keep the Milingimbi community safe and healthy.

The landfill at Milingimbi is licensed under the Northern Territory Environment Protection Authority, and their rules state that fires are not allowed at this site.

When rubbish is burned, harmful gases can be released. It can make people sick, especially djamarrkuli (children) and elders. It can also harm animals and country.

Dangerous fires can start from hot ashes, tyres, and batteries. These items can cause serious harm if burned and must be disposed of safely.

Dispose safely

Bring household batteries and mobile phones to the Council Office
Car batteries , tyres , and gas bottles must be disposed of in nominated bays at the landfill

Only trained Council staff can make decisions about waste and fire safety. If you see a fire at the landfill, please report it to the Council straight away on 08 8970 1702.

Thank you for working together to look after Milingimbi and for respecting the rules that keep bukmak (everyone) safe.

East Arnhem Regional Council (EARC) provides multiple services to Galiwin’ku including Accommodation, Aged Care & Disability Services, Animal Management Program, Cemetery Management, Child Care Services, Community Night Patrol, Waste & Environmental Services, Libraries, Active Communities & Youth Services, and Municipal Services.

President Lapulung Dhamarrandji and CEO Dale Keehne recently visited Galiwin’ku to catchup with the team. Here are some highlights from their visit and some recent updates from the team.

✅ The Council Services team have been running an awesome Post Office service and are looking forward to the upcoming visit from Australia Post to checkout their great work.

✅ Fire breaks have been maintained across key areas.

✅ Pothole patching works have been undertaken to improve the safety of road users.

✅ Yuttaphum (Senior Cleaner) has been working on improving the outdoor garden at the EARC Galiwin’ku accommodation and ensuring all Council building are in great shape for the public.

✅ The Aged Care and Disability Services team have been working hard to continue their delivery of quality services for our clients.

✅ Community Night Patrol team provided assistance at the barbecue held during the recent Emma Donovan event.

A friendly reminder from Nhulunbuy Library

In the best interest of the safety of our patrons, particularly our young members, we would like to remind the community that all children in the library must be supervised by an adult at all times. Children who enter the library without a supervising parent or guardian will be denied access.

Please note that the Nhulunbuy Library is a public service and not part of the school. The library does not provide child-minding or supervision services.

Parental responsibility

Parents and guardians are solely responsible for their child's use of library internet.

Unattended children

The Library does not allow unattended children on public computers if they are under the age of 12 and reserves the right to restrict access to the computers on a discretionary basis.

Disruptive behaviour

Loud or disruptive behaviour is prohibited.

Headphones

Patrons should use headphones when playing games or viewing any content with sound to prevent disturbance to others.

Rules

The library will prohibit public use of any material that is violent or inappropriate in nature.

Remembrance Day Ceremony 2025

East Arnhem Regional Council was honoured to attend the Remembrance Day Ceremony at Nhulunbuy Cenotaph (Arafura Park), joining the community in solemn reflection to acknowledge the service and sacrifice of Australian veterans. We recognise the significant contributions of Yolŋu people who fought and supported the defence of Australia across East Arnhem Land during World War II.

Gumurr Miwatj Councillor Murphy Yunupingu laid a wreath on behalf of East Arnhem Regional Council paying tribute to all who have served.

“When you learned council wouldn't be able to provide these services because the council wasn't Aboriginal enough. I mean, what did you think of that?”

Councillor Cyril Bukulatjpi - Gumurr Marthakal:

“It was really irritating to hear what people said about our community Councils because we are Councils and we are Local Authorities. We have been working with the community for so many years and we helped so much.”

“And hearing this, it's really disappointing and they have not learn so much about us, what we do in the community and for the community.”

Dale Keehne - CEO:

“We've been battling this actually for a few years. Our council and others … across the NT and nationally for recognition of Aboriginal Community Control Councils. It's come out here with this new CDP program application … there's a clear preference one hundred percent for Aboriginal corporations and then the next one is Aboriginal businesses and you need just over fifty percent on your board."

Councillor Cyril Bukulatjpi - Gumurr Marthakal:

“We understand what people need in the community and they have gave a lot of trust on us as a Councillors and Local Authority and Council workers.”

“When kids are graduating at school, they don't usually go to CDP. They just wander off and do nothing for example. And that's why we need … this program for your own community to actually get a career and a pathway for their future.”

Dale Keehne - CEO:

We want to work together and just see a way forward on this because it's so historically important after all these years … it's a great opportunity and we really just want to work together on how to make that happen."

East Arnhem Regional Council CEO, Dale Keehne spoke with Adam Steer from ABC Radio Darwin, raising concerns of Aboriginal Regional Councils with the new Remote Australia Employment Service

Adam Steer:

“A release put out yesterday by three NT remote Councils, which are overwhelmingly Aboriginal in makeup and which preside over communities, which are also overwhelmingly Aboriginal in make up saying they were told by the federal government they are not Aboriginal enough to access a grant to provide their new remote work program so the new version of CDP.”

Dale Keehne:

"Yeah, I'd like to just first start by really emphasising and we sent a letter yesterday late yesterday … to Minister Malarndirri McCarthy Marion Scrymgour, Special Envoy."

“We start that letter by really highlighting how much we respect their roles and how much they've been fighting for years to make CDP … real again. So you know, hats off to them”

“About Roper Gulf, I just spoke with the CEO to clarify, and they lost two out of the three regions that CDP's been broken up into.”

“And what Council is committed … I can tell you, we're not a business and we're not a corporation and we have, we are 100% Aboriginal controlled. All our 12 Councillors are Aboriginal from cultural based regions.”

“We have Local Authorities across the whole region. We have up to 86 leaders who guide us officers like me what to do. And I can tell you, after all these years they’re committed to have a real CDP just like the Minister is and Marion."

"But we're finding at the at the official level the bureaucratic level, the process unintentionally has led to a process where we are considered not Aboriginal at the same standing."

"All we're concerned about is community and that's all we're here for. Every dollar we get goes to community and we just want this to work."

"We want to meet and talk direct straight with her (Malarndirri) and Marion. They’re both straight talkers and have been around forever and good, strong Territorians like our leaders. We need to be able to talk in person, as you will hear and feel the passion of our Councillors that this is not about us."

Milingimbi delivering dhapirrk djäma

Deputy President Stephen Dhamarrandj and CEO Dale Keehne recently visited Milingimbi and meet with our Municipal Team.

In the past three-months, East Arnhem Regional Council 's Municipal Team have continued their ongoing work to improve and maintain Community spaces including:

Removal of litter from public areas to promote environmental sustainability and community wellbeing
Installation of a new speed bump near Milingimbi School to improve safety
Collaborated with external stakeholders to grade uneven public spaces (including the Milingimbi barge landing)
Delivered targeted road repairs

TCU 30-Year Celebration

Newly Elected Members First Gathering

Elected Members from across the East Arnhem region came together at the Garma Cultural Knowledge Centre, ahead of the formal Council Meeting held on Thursday, 18 September 2025.

The gathering at the Garma Cultural Knowledge Centre marked the first opportunity for our newly elected Council to meet following the recent 2025 Local Government Elections.

Elected Members completed training for the Northern Territory Government’s ‘Elected Members Foundational Training’ in Nhulunbuy, and held productive meetings with the Northern Land Council’s Regional Manager for East Arnhem Land Craig Bonney, East Arnhem Land Police Senior Ranking Officer Danny Bell, and conducted a pre-agenda review - in preparation for the formal Council Meeting.

During the formal Council Meeting, Elected Members in attendance were officially declared. The Councillors unanimously re-elected Lapulung Dhamarrandji as President, and Stephen Dhamarrandji was elected as Deputy President.

President Lapulung Dhamarrandji enters his second term as President of East Arnhem Regional Council. He hails from the community of Milingimbi of the Gumurr Gattjirrk Ward and is a well-known and respected figure in East Arnhem Land, and beyond. President Dhamarrandji is driven in seeking recognition of Aboriginal Community Controlled Local Governments.

Midawarr Day Out 2025

In September, the East Arnhem Regional Council Aged Care Services & Disability Services team at Yirrkala brought our participants to Miḏawarr Day Out 2025 at the Gove Peninsula Surf Life-Saving Club, Nhulunbuy.

This year, Miḏawarr Day Out was organised by Miwatj Health, Raypirri Rom Programs and Anglicare NT. Miḏawarr Day Out 2025 brings local service providers and community members together to participate in fun activities facilitated by the local services in East Arnhem Land. Our participants from the Aged Care Services & Disability Services at Yirrkala appreciated the day out to connect with community, watch performances, and get involved in new activities.

Councillors will come together from across the communities and homelands of East Arnhem Land at the historic Garma site at Gulkula on 16 September.

Council will then move to meet in the Council Office in Nhulunbuy, and hold its first formal Council meeting on 18 September in the Nhulunbuy Regional Support Office.

“This is an exciting time for our newly Elected Members to come together to consider and provide direction on how to strengthen the lives of the people of the East Arnhem Region”, said East Arnhem Regional Council’s Chief Executive Officer Dale Keehne.

The East Arnhem Regional Council Disability Services team is dedicated to providing culturally safe, high-quality support for all our participants.

Our Disability Services team work across remote communities in East Arnhem providing high-quality and much-needed support to NDIS participants. Working closely with individuals, caregivers, family members, and stakeholders our team ensures all participants receive the best possible care.

Daily activities for NDIS clients at Milingimbi are an essential part of our service. These activities help develop and maintain literacy and numeracy skills, as well as developing skills in activities of daily living.

Healthy Homes Community Clean Up Week

East Arnhem Regional Council (EARC) is proud to participate in the ‘Healthy Homes Community Clean Up Week’ alongside many other organisations committed to improving the health and housing outcomes of residents living in Yirrkala.

The ‘Healthy Homes Community Clean Up Week’ is an initiative of the Department of Housing, Local Government and Community Development’s ‘ Healthy Homes program ’. The clean up week will run from Monday, 22 September to Friday, 26 September 2025 with a Barbeque lunch provided on Wednesday. Throughout the week, activities including tidiest yard competition, hard waste removal, cash for containers, healthy wäŋa (home) activities, animal care, and pest and weed control will be happening.

EARC’s Animal Management Team will be providing all veterinary services on Thursday and Friday, including desexing operations, animal education, preventatives, and a dog wash station. Our Waste & Environment team will be completing the curbside collection through the week and running our regular cash for containers program in collaboration with EnviroBank. In addition, EARC is assisting with the Tidiest Yard Competition alongside Miwatj Health Aboriginal Corporation, the Healthy Homes Expo and the Barbeque lunch.

We look forward to working alongside the following organisations to deliver positive and productive outcomes for Yirrkala; NT Health , Miwatj Health Aboriginal Corporation , DHLGCD , Aboriginal Investment Group , Rirratjingu Aboriginal Corporation , EnviroBank , Anglicare , Dhurrimu Aboriginal Corporation , Datjala , ALPA , Rio Tinto , Circular Economy and ARDS .

East Arnhem Regional Council's (EARC) Deputy President Jason Mirritjawuy, A/CEO Divyan Ahimaz, and Director – Council Services Signe Balodis meet with the Governor-General at the Yirrkala Oval where our Active Communities & Youth Services team were running volleyball games with students from the Yirrkala Bilingual School.

Earlier in the day, EARC joined the Yirrkala Bilingual School and the Governor-General for a tour of the school facilities before heading to the Yirrkala Oval.

Celebrating two longest serving Councillors

During our recent Ordinary Council meeting we celebrated two of our longest serving Councillors who have been with Council since its inception in 2008.

Councillor Banambi Wunungmurra (Gumurr Miwatj Ward) and Councillor Kaye Thurlow (Gumurr Marthakal Ward) announce their retirement at the end of the current Council term. Both Councillors have contributed significantly to the East Arnhem region, and we were please to celebrate this together.

“ As our first President for over 10 years, Cr. Banambi Wunungmurra is respected and loved across the region. He listened and supported the people across our East Arnhem communities.

Cr. Kaye Thurlow has also represented Council strongly from the beginning of us all coming together in 2008. Kaye has served tirelessly as a true bridge between the Balanda and traditional worlds as a former teacher and Principal.

Ramingining Film Screening

In May the East Arnhem Regional Council team at Ramingining assisted Savage Films to screen 'Journey Home, David Gulpilil' in community.

It was a wonderful team effort to bring the film screening to Ramingining and celebrate with the community.

Maggie from Savage Films said, " We can’t thank you and the Council team enough for all the effort you put in... The placement of the screen, getting rid of the sound of the generator, and the trickiness involved in getting the screen working are all aspects of the night that we’re truly thankful for. Also, the loan of the BBQ which we got moving into a production-line feast with a real team effort. "

VET Careers Expo

Yirrkala Child Care Centre - Community Meetings

Yirrkala Child Care Centre - Community Meetings following break-ins

On Monday (19, May 2025), East Arnhem Regional Council (EARC) gathered with children who have broken into the centre, their families, parents of children who attend the service, senior community members, and local staff at the Yirrkala Child Care Centre - to raise issues and seek practical outcomes about the ongoing break-ins, the most recent of which occurred on the weekend.

There was meaningful interaction between everyone at the meeting including the children apologising to affected parents and Centre staff.

Following this meeting and the completion of Centre repairs, we plan to reopen the service to the community from Wednesday, 21 May. Thank you to everyone who participated and gave feedback including Witiyana Marika and Gumurr Miwatj Councillor Marrpalawuy Marika.

Next Community Meeting

We will gather again on Friday, 23 May at 3pm for further discussions with the community, families, djamarrkuli (kids), senior leaders and EARC Youth Services team. We encourage everyone who has concerns to join us. We need families and community members to work together to gain real action to stop the break-ins, make good for harm done and ensure djamarrkuli get back on the right track.

Yirrkala Child Care - 2 Week Closure

Due to repeated and ongoing break-ins at the Yirrkala Child Care Centre, East Arnhem Regional Council (EARC) has made the difficult and necessary decision to close the Centre for the next two weeks. The break-ins have caused significant and widespread damage to the building and children’s learning materials and equipment.

This decision is based on concerns about the safety of the children in our care and our staff members. EARC is aware of the operational and financial impacts this closure may have on families. However, EARC cannot ask its staff to bear the unacceptable burden of intrusion, disruption, distress, and personal safety.

EARC will continue to further increase security at the Yirrkala Child Care Centre. We plan to reopen the service to the Community on Wednesday, 14 May, after a thorough evaluation of the safety of the Centre. EARC will consider and advise further closures dependent on effective action to prevent ongoing break-ins.

Due to repeated and ongoing break-ins at the Yirrkala Child Care Centre, East Arnhem Regional Council (EARC) has made the difficult and necessary decision to extend the closure of the Centre until Tuesday, 20 May. This is to carry out essential repairs, security upgrades and seek practical outcomes of engagement from families and the wider community to stop the reoccurring break-ins.

We plan to reopen the service to the community on Wednesday, 21 May. EARC will consider and advise of further developments as we make progress.

We're pleased to share the music video 'Galiwin'ku is our home'

As part of our Active Communities School Holiday Program and NT Youth Week, the East Arnhem Regional Council (EARC) team engaged SoundED to deliver an exciting music video workshop over three days. This initiative brought together creativity, community, and the joy of music from the remote Community of Galiwin'ku.

We are thrilled to share the music video ' Galiwin'ku is our home ' created during the workshop! Participants explored their musical talents and learnt new skills, from songwriting and sound recording to filming and editing. The workshop received fantastic community engagement led by EARC Active Communities Coordinator Evellena Wanambi and SoundED 's Wayne Glenn. Thank you to the Northern Territory Government for supporting this program through the Active Regional and Remote Communities program. Finally, a special thank you to everyone involved.

Commemorating Anzac Day: Honoring 110 Years of Service and Sacrifice

On Friday, 25 April, we came together to commemorate Anzac Day, a day of significance for our nation. This year holds special importance as it marks the 110th anniversary of the Gallipoli campaign.

Anzac Day is a time to honor the service and sacrifice of our veterans and current serving personnel.

As we reflect on this milestone, we remember those who have served and those who continue to serve.

Community Clean Up Month

East Arnhem Regional Council (EARC) held multiple Clean Up Days in February.

In Gapuwiyak the EARC team, with the support Arnhem Land Progress Association Community Development Program (ALPA CDP), brought together community members to pick up litter throughout the Gapuwiyak. It was an excellent opportunity to educate on the importance of proper waste disposal and reinforce the message to always use bins. A special thank you to the ALPA Gapuwiyak Shop for supplying drinking water to ensure everyone stayed hydrated. The enthusiasm and participation demonstrated by the community highlighted a shared commitment to maintaining a clean and healthy environment.

At Gunyangara, EARC engaged with Dhupuma Barker School for Clean Up Australia Day. EARC led the Clean Up Day, supplying Pick-up Tongs and Litter Bags for the Dhupuma Barker Staff and Students. After a big morning of collecting rubbish around Gunyangara and the local beaches, participants headed to the Nhulunbuy swimming pool where EARC supplied a barbeque and fruit platter.

In Milingimbi, EARC organised an extensive Community Clean Up Day with tremendous support from community stakeholders including Milingimbi Outstations and Progress Resource Aboriginal Corporation (MOPRA), Arnhem Land Progress Association Community Development Program (ALPA CDP), and the Milingimbi School. After hours of ongoing rubbish collection, the community enjoyed a celebratory barbeque, music, and fun activities for everyone involved.

At Ramingining, EARC held multiple Clean Up events with the main Community Clean Up Day gaining participation from 150 individuals. The overall success of the day was thanks to community participation from Ramingining School, Ramingining Community Development Program (CPD), Arafura Swamp Rangers (ASRAC), Dinybulu, Country Connect, Bula Bula Arts, Ramingining Police and our EARC team (Aged Care and Disability Services, Community Night Patrol, Library Services, Council Services, Municipal Services and Youth Sport and Recreation). EARC Municipal Services team removed 31 car bodies from public spaces. The community had around eight houses enter the Tidiest Yard Competition, with several awards given out during the event.

We extend special thanks to the wonderful community members and stakeholders who volunteered their time to clean up and keep our communities beautiful.

AFLX Under 15 Boys Regional Championship

East Arnhem Regional Council’s AFLX Under 15 Boys Regional Championship was held on Tuesday 17 December 2024.

Six teams representing Gapuwiyak, Galiwin’ku, Milingimbi, Ramingining, Yirrkala and Gunyangara, competed on a hot and humid wet season day at Gunyangara Oval.

Approximately 45 players and 12 staff took part in the event that also welcomed spectators from across the Gove peninsula.

Regional events are significant undertakings and require the support of many people and stakeholders. This event would not have been possible without the tireless support of Matt and Dale from AFLNT . We are grateful for the support from Miwatj Health for assisting with a BBQ, umpiring and overall help on the day. As they say, many hands make light work. A huge thank you must also be extended to Paul Taylor, YSR Coordinator Yirrkala/Gunyangara, for his significant efforts preparing the venue and equipment and generally going above and beyond to ensure the success of the event.

We are looking forward to delivering under-15 boys and girls AFLX events again in 2025!

Following the previous update on veterinary services in Nhulunbuy, the working group is pleased to advise that the Katherine Vet Care Centre is scheduled to commence their first 2-days per fortnight service in Nhulunbuy on the 8th and 9th of January 2025. Bookings can be made in advance by contacting the Katherine Vet Care Centre at (08) 8972 2752.

A lease within the Nhulunbuy Industrial Estate at 15 Fincham Cl has been secured through Gumatj Corporation providing the Katherine Vet Care Centre with a suitable premises to operate from during their visits. The working group would like to thank Gumatj Corporation for providing the temporary clinic facility at no cost, for the benefit of the community, while the group work towards a sustainable long-term solution.

The initial services will consist of 2-day visits per fortnight. Based on the demand for services, the flexibility exists to increase or decrease the frequency of visits to better serve our community. Further updates and information will be provided directly by Katherine Vet Care Centre in the lead-up to their visit.

Animal Management Program Wrap Up

2024 has been a massive year for the East Arnhem Regional Council Animal Management Team. Our veterinary trips have officially finished for the year.

This year, across the 9 communities (Angurugu, Galiwin'ku, Gapuwiyak, Gunyangara, Milingimbi, Milyakburra, Ramingining, Umbakumba, and Yirrkala), the Animal Management Team desexed 395 dogs and 142 cats and performed 747 animal health consultations.

The team will have a short break to plan for another big year in 2025.

NDIS participant Peter Bayaka likes to spend his time painting at the East Arnhem Regional Council Age Care and Disability Services Center in Milingimbi.

We're proud to share that Peter's artwork, Nga Tili (Black Cockatoo), is currently on display at the Supreme Court of the Northern Territory in Darwin until December 12, 2024. This exhibition is part of the 28th Annual Human Rights Art Awards & Exhibition.

Recognising the importance of the provision of veterinary services in Nhulunbuy, a working group of key organisations including the Nhulunbuy Corporation Ltd , Developing East Arnhem Limited , East Arnhem Regional Council and the Northern Territory Government has formed to support continuity of services in the short term and to plan for sustainable local services in the longer term. KPMG has been engaged to support the assessment of different models of service.

As a first step, the working group is pleased to advise that a range of supports have been put in place to assist Katherine Vet Care Centre to commence fortnightly services in Nhulunbuy starting in January 2025. In addition, the EARC team, toured the MacDonnell Regional Council Waste Management Facility in Santa Teresa to share ideas for waste management and sustainability.

Animal Health Education Sessions

Our Animal Management Program Team visited Schools in Yirrkala, Galiwin'ku, Ramingining and Gunyangara to run animal education sessions.

Our school-based animal education sessions are a crucial foundation of our Animal Management Program. Our team conducts these sessions to cover topics such as animal empathy and animal health. At our most recent sessions delivered at schools in Yirrkala, Galiwin'ku, Ramingining and Gunyangara the kids learned about cat and dog health needs. Shepherdson College in Galiwin'ku ran a 'Dog Week Art Competition' in conjunction with our visit, displaying some incredible artworks!

A big thanks to Jessica Allardyce (Animal Management / Veterinarian Nurse) for delivering these education sessions.

Support for Enterprise Bargaining Agreement

I am pleased to be able to announce the outcome of the vote of all East Arnhem Regional Council (EARC) employees on the proposed Enterprise Bargaining Agreement.

The EARC employee YES vote was 81 per cent. It is great to have such a high level of support from our employees.

This is the fifth Enterprise Bargaining Agreement for EARC, since the regional council started in 2008. The Enterprise Bargaining Agreement has progressively improved the wages and the wide range of conditions for all our hard working staff.

We are now arranging with the Fair Work Commission for the new Enterprise Agreement to be formally in place as soon as possible.

As it is unclear how long this process will take at this late time of the year, I have arranged for all staff to be paid the back payment of this year’s 4 per cent increases to wages, the Locality Allowance and other allowances (from 1 July to 15 September 2024). This will ensure all staff receive the Enterprise Bargaining Agreement increases before Christmas.

Again, I would like to thank the United Workers Union and the EARC employee representatives for their hard work and their representation of EARC employees during the agreement discussions and negotiations. I extend this thanks to our highly valued staff who serve all our communities so well.

EARC Enterprise Bargaining Agreement Update

I am pleased to be able to announce the outcome of the latest discussions on Tuesday 5 November to develop our Enterprise Bargaining Agreement between United Workers Union officials and other employee representatives, our Enterprise Bargaining Advisor and myself as CEO.

These discussions were scheduled to take place many weeks ago as the next key step to progress discussions. I would like to thank Fair Work Commissioner Riordan who facilitated these very constructive and positive discussions to help us all reach agreement.

There are a range of improvements to our workers’ salaries and conditions that I have already recently introduced to ensure our workers’ can begin to benefit from them.

These improvements include a 4 per cent increase to salaries and Locality, as well the Outdoor, Apply First Aid, Sleepover and Meal Allowances, increasing the starting wages for all our Level 1 employees, the provision of Apply First Aid Allowances to our Community Night Patrol and Sobering Up Shelter workers, the increase in paid parental leave from 8 to 10 weeks, and an additional $7,000 payment to Level 8 Council Services Managers for extra hours worked. Council had also committed to a 3 per cent pay increase in 2025 and another 3 per cent increase in 2026. These improved conditions will also be included in the new proposed Enterprise Bargaining Agreement if it is approved by workers in the next few weeks.

Additional changes that we have made to the proposed Agreement are: the addition of a fourth year to the agreement with a further 3 per cent pay increase from 1 July 2027 and a corresponding increase in the Locality, Outdoor, Apply First Aid, Sleepover and Meal Allowances; back pay for the 2024 4 per cent pay increase from 1 July to 19 September, more flexibility in approving the Bi-lingual Allowance; recognition that Individual Flexibility Arrangements could include changes in daily hours of work and days on which work is undertaken where agreed by an employee and the Council; and, outside the agreement, the increase of the proposed Air Conditioning Subsidy when staff are on leave and their Council provided housing is vacant from $25 to $50 a week.

I look forward to putting the proposed Enterprise Bargaining Agreement, with the support of the United Workers Union and other employee representatives, to all workers to consider and vote on, so we can gain formal endorsement of the wide range of improvements to our workers’ salaries and conditions.

I take this opportunity to thank the United Workers Union and employee representatives for their hard work and their representation during the agreement discussions and negotiations.

As an ex-trade union official for many years, it gives me great satisfaction as CEO for us to unite to support our highly valued workers.

Gattjirrk Festival

The Gattjirrk Festival, founded by East Arnhem Regional Council's President Lapulung Dhamarrandji , recently celebrated its 42nd anniversary.

The popular well-known festival, Garrjirrk, first started in 1982 and has been running ever since. I was the core founder of this amazing festival. We used to call it Music Sound’s and Lighting Competition.

This year’s Gattjirrk Festival was held from the 2nd - 5th of October and celebrated its 42nd anniversary. The theme of the festival was ‘healthy people, strong culture and active lifestyle'. It was one of the unique experiences to celebrate our entire lives as ONE MOB, ONE VOICE, ONE LAND.

The entire community of Milingimbi, all Yolngu participated with the Gattjirrk Festival on this special occasion, celebrating their success and participation towards the Gattjirrk Festival. It brought wonderful memories from the past’s history, when it all began.

We want to give a special thanks to the Yolngu and Balanda police officers and to all the supporters, sponsors and organisers who assisted in bringing this event together. We are all looking forward to the next Gattjirrk Festival in 2025.

Scrap Metal Recovery Project

3,176.64 tonnes of scrap metal have been recycled as part of our ongoing Scrap Metal Recovery Project.

Thank you to Sell & Parker who have been engaged to deliver this project, collecting all scrap metal (including old cars and white goods) though the nine East Arnhem Communities: Angurugu, Galiwin’ku, Gapuwiyak, Gunyangara, Milingimbi, Milyakburra, Ramingining, Umbarkumba and Yirrkala. Around 1,500 vehicles have been recycled as part of this program. All scrap metal is being sent to Darwin for recycling.

In Gapuwiyak, we have recovered the most metal out of any the communities with 837.42 tonnes sent to Darwin for recycling.

Groote Archipelago Update from the CEO

The election of the Groote Archipelago Regional Council (GARC) has been postponed from 26 October 2024 to 15 March 2025.

The new Minister for Local Government has decided to postpone the election in light of concerns of community members that there were no electoral wards for the election of the 7 GARC Councillors. East Arnhem Regional Council understands and has raised this concern itself in previous months.

On behalf of EARC I would like to assure all the people of the Groote Archipelago that we will continue to deliver all current and planned projects, initiatives and services to each of the three Groote communities. EARC will continue to meet with the three Local Authorities, to continue to listen and be guided by the voices of the people in the three communities of Milyakburra, Umbakumba and Angurugu and their related homelands.

I would like to thank all our EARC workers in the three Groote Archipelago communities who continue to deliver the wide range of quality services to the Groote communities, with the support of our Regional based managers and staff in Nhulunbuy and Darwin. This is happening based on agreement to a request by the GARC Constituting Member for EARC to continue to deliver services to the GARC area from when it was officially declared on 1 September 2024 until the election of a new Groote Council.

EARC will then continue to deliver services under an Agreement for Services from the election of a Groote Council now scheduled to be declared in April 2025, for all Local Government and Support Services and other Community Services through existing contracts with EARC. As the Agreement for Services is due to start 5 months later from April 2025, the nominated end date of 30 June 2025 (or a later agreed date), may well have to be considerably later.

EARC will also continue to discuss closely with the new NT Government what funding is actually needed to ensure the maintenance of service delivery levels across the whole East Arnhem region, at whatever point in the future the Groote Archipelago Regional Council is due to actually deliver services itself.

EARC can confirm that when employees are finally due to move from working for EARC to GARC, that the standard of their current salary and conditions will not be reduced, in line with National Employment Standards to protect workers through transfer of business.

In addition to her role as Councillor with East Arnhem Regional Council , Evelyna works with Miwatj Health Aboriginal Corporation and is studying to become an Aboriginal Health Practitioner in her home community of Galiwin’ku.

3rd Annual Eastern Cup Basketball Championships 2024 – Wrap up

We're excited to announce highlights and winners from the 3rd Annual Eastern Cup Basketball Championships.

The East Arnhem region’s top basketballers assembled upon the EARC Galiwin’ku Recreation Hall for two days of intense competition across the 3rd and 4th of October 2024.

Five women’s teams (Galiwin’ku 1, Galiwin’ku 2, Gapuwiyak, Gove, Ramingining) and seven men’s teams contested their respective titles: (Galiwin’ku 1, Galiwin’ku 2, Gapuwiyak, Gove, Groote, Milingimbi, Ramingining).

Overall, approximately 100 players and 20 staff took part in the event that drew hundreds of spectators.

Book Launch with Natashia Curtin

In September, Natashia (Gamanydjan) Curtin visited Ramingining Library for the launch of her children's book 'Just Like You'.

Natashia grew up in the community of Ramingining and the book is a deeply personal story about her experience.

For the launch of the book, Natashia, come back to Ramingining to reconnect with familiar and new people. It was wonderful to celebrate the launch of this book and celebrate with the community. Kids enjoyed hearing Natashia reading to them and participating in a range of arts and craft activities.

Working together for greater outcomes

Our Animal Management Program team performed a community-wide biosecurity census in Ramingining and Galiwin'ku to target animal health concerns and keep an eye out for any potential biosecurity threats.

To conduct the biosecurity census the East Arnhem Regional Council Animal Management Program team partnered with AMRRIC - Animal Management in Rural & Remote Indigenous Communities and ASRAC - Arafura Swamp Rangers Aboriginal Corporation in Ramingining and Marthakal Rangers in Galiwin'ku.

Working together they visited all homes in both Communities to count and assess the health of the dogs and cats and administer parasite preventatives. This census will help the East Arnhem Regional Council's Animal Management Program team to target animal health concerns and keep an eye out for any potential biosecurity threats.

A special thanks to the communities of Ramingining and Galiwin'ku and AMRRIC, ASRAC and Marthakal Rangers. By working together, we were able to achieve greater outcomes for the communities.

Mental Health Awareness

Earlier this month the East Arnhem Regional Council (EARC) team got involved with ' Conquer the Corrugations ' and ' R U OK? ' to raise awareness on Mental Health.

The EARC Animal Management Team participated in the annual charity walk ' East Arnhem Conquer the Corrugations '. This 30km walk is aimed at raising awareness and reducing the stigma around mental health disorders. Over 200 people participated in the walk along the Central Arnhem Road.

Multiple ' R U OK? ' events were celebrated in the EARC Offices. 'R U OK?' encourages meaningful conversations with friends, family members, colleagues, partners, or teammates to support them through life's ups and downs every day. A big thanks to our wonderful team who helped organise.

2024 AFL X Regional Championship Under 15 Girls

Thanks to the Ramingining community for hosting the 2024 AFL X Regional Championship Under 15 Girls.

The event was a big success with fantastic AFL action from Milingimbi, Yirrkala, Gapuwiyak, Galiwin’ku and Ramingining players.

Congratulations to the eventual winners, the combined Gapuwiyak and Yirrkala girls team, beating the combined Milingimbi and Ramingining girls team 81 to 50. Well done to all the players involved.

A very big thank you to Matt from AFL Northern Territory for co-hosting the event and umpiring throughout the day, Tehanee from Yirrkala Stars for scoring the event and supporting the Yirrkala girls, and Michala Garawirrtja for supporting the Gapuwiyak girls. Also, thanks to ALPA for catering our healthy meals throughout the weekend.

Lastly, thanks to our amazing Youth Sport and Recreation (YSR) staff for your leadership and hard work leading up to the event and throughout the day.

New Gapuwiyak Youth Centre and Library

The new Gapuwiyak Youth Centre and Library was established by East Arnhem Regional Council’s Youth Sport and Recreation (YSR) program and The Wapurarr’ Place, a unique youth mental health service within YSR.

The Centre was funded by the Army Aboriginal Community Assistance Programme (AACAP), and is the first of its kind in Gapuwiyak, aiming to be a place of learning and exploration for young people and the broader Community.

Strong literacy supports good psychosocial wellbeing, while low literacy is associated with an increased risk of poor psychosocial outcomes. Young people attending Wapurarr’ Place library activities are supported by staff who guide and encourage them to challenge themselves, through developing persistence, frustration/distress tolerance, and self-efficacy – skills associated with positive psychosocial outcomes.

Through the Wapurarr’ Place and YSR, children love learning about the world, the positive support from our staff, the satisfaction of challenging themselves and having their own efforts encouraged and acknowledged.

In just a year, staff are already seeing the positive impact Gapuwiyak Youth Centre and Library is having on literacy and English language scores, and enthusiasm towards literacy in the Community. East Arnhem Regional Council is excited to see how this program continues to develop in the coming year.

New Youth Chillout Space in Milingimbi

East Arnhem Regional Council is pleased to announce our new 'Youth Chillout Space' in Milingimbi is open.

The newly renovated space inside the Youth, Sport and Recreation Hall at Milingimbi has a great selection of books, games, 3 computer stations, a large TV and lots of comfortable furnishings. The new space has been open for several weeks now, with young people enjoying a range of low energy activities delivered by the East Arnhem Regional Council Youth Sport and Recreation team. We also welcome parents and caregivers to attend the space with their children.

Thanks to WTD Constructions who completed the renovation works and to our Youth Sport and Recreation Coordinator Osiah Dhawaymirr and former Youth Support Coordinator Daniel Hughes for getting the program set up and running.

Animal Management Team

Here are a few highlights from our Animal Management team's recent visits to Gapuwiyak and Yathalamarra Homeland.

In July, Dr Susannah and Vet Nurses Jess and Sarah visited Gapuwiyak. They were joined by visiting Vet Dr Kathleen and two students from Melbourne University, Taylor and Cailin.

Working as a team, they performed 44 surgeries over four days to ensure these animals in Community were healthy. They also administered over 100 parasite treatments to help protect the animals and prevent the spreading of parasites such as scabies and hookworms.

More recently in August, Dr Susannah and Vet Nurse Jess worked in collaboration with Dinybulu Regional Services to provide veterinary care to the animals of Yathalamarra Homeland. The people of Yathalamarra gave a warm welcome to the team. With help from the Dinybulu Rangers, Marcus and Scott, the team hand out parasite prevention to every dog in the Community. In addition, our vets were able to offer animal desexing.

GARMA Festival 2024

East Arnhem Regional Council was pleased to take more than 60 students from Nhulunbuy High School to the GARMA Festival 2024.

They arrived for the Welcome and Opening of Key Forum and were able to participate in multiple activities throughout the day including the 'Education Expo & Cultural Activities' and 'The Dhupuma College Legacy, Looking Up, Looking Forward' creative forum. Big thanks to Culture College for the fantastic workshops.

The GARMA Festival, hosted by the Yothu Yindi Foundation showcases traditional miny’tji (art), manikay (song), bunggul (dance) and story-telling. This was a great opportunity for students to engage, learn and celebrate Yolngu Life and Culture.

NAIDOC Week 2024

East Arnhem Regional Council celebrated NAIDOC Week with multiple activities happening throughout the Communities. Here are a few highlights from Gapuwiyak, Milingimbi, Ramingining and Yirrkala.

Gapuwiyak marched proudly through the Community and kept the fire burning at the lake with dancing, ground oven and damper cooking. Thanks to Sikeli, from the Youth Sport and Recreation team, who cooked traditional Fijian food for everyone to enjoy. A big shout out to Sammy Marrkula for leading the dancing and sharing his knowledge. ALPA honoured the Community by providing a BBQ in our current ceremony area.

The community at Milingimbi came together to celebrate NAIDOC Week with story telling and traditional cooking.

Ramingining Aged Care and Disability team and clients, along with other members of the public come together to celebrate NAIDOC Week.

At the Yirrkala Childcare we welcomed Mirrkiyawuy Ganambarr to share traditional practices around bush medejin with the children, went on an excursion to Hindle Oval and did lots of NAIDOC inspired crafts.

East Arnhem Regional Council held a special Citizenship Ceremony yesterday at Groote Eylandt Lodge. This ceremony celebrated and welcomed 6 new Australians.

East Arnhem Regional Council has a long-standing tradition of organising these citizenship ceremonies. The ceremonies serve as a milestone for individuals who embrace and positively contribute to the diverse fabric of Australia.

Deputy President Jason Mirritjawuy and CEO Dale Keehne welcomed the new citizens: Ana, Samiuela, Tyson, Yvanah, Ezekiel and Anh.

Deputy President Jason Mirritjawuy was the presiding officer and presented the new citizens with their Australian Citizenship Certificate.

Investiture Ceremony

East Arnhem Regional Council representatives were recently invited to attend the Investiture Ceremony for Councillor Kaye Thurlow’s appointment to the ‘Member of the Order’ (AM), in the General Division of the Order of Australia.

The invitation was extended by His Honour Professor the Honourable Hugh Heggie AO PSM, Administrator of the Northern Territory, and Ms Ruth Jones with the ceremony being held in Galiwin’ku.

The award is in recognition of Cr Kaye Thurlow’s remarkable dedication and service to the communities of East Arnhem Land. These include her years as a teacher, Assistant Principal, Principal at Shepherdson College and her tireless work on numerous committees and boards. Additionally, Kaye is also the longest serving Councillor of East Arnhem Regional Council, including serving as Council President and Deputy President over several years.

CEO Dale Keehne was joined at the Investiture by President Lapulung Dhamarrandji, Kaye’s fellow Councillors and Director - Council Services, Signe Balodis. Congratulations Kaye on this award recognising your outstanding contributions.

Over four exciting days the Youth Sport and Recreation team at East Arnhem Regional Council delivered the Regional Wellbeing Camp held at the Garma site, Gulkula.

There was a total of 24 participants from five Communities who came together to attend the four-day camp full of activities including:

Capture the Flag
Ultimate Frisbee
Volleyball
Movie Nights
Fishing at Dhaliwuy Bay

East Arnhem Regional Council celebrated Midawarr Day Out at the Gove Peninsula Surf Life-Saving Club along with multiple Aged and Disability services throughout East Arnhem.

We were pleased to have 29 clients from our Aged Care and NDIS services attended from 5 Communities including Galiwin'ku, Gapuwiyak, Milingimbi, Ramingining and Yirrkala. It was wonderful to see everyone come together for a day of activities, games and dance.

The East Arnhem Regional Council team put together a banner inviting attendees to contribute by add their handprint to the banner.

Community Call: Let's positively shape our youth's future

The East Arnhem Regional Council is excited to announce the development of a new community-led Youth Strategy to positively empower the young people of our region.

With a vision to foster positive pathways and unlock the full potential of our young people, the East Arnhem Youth Strategy 2024-2027 aims to ensure that every youth in Arnhem Land has access to the same opportunities available to their peers across Australia.

To create this roadmap for the future, we are committed to listening to the voices, experiences and ideas of community members, youth service providers, stakeholders and most importantly, young people.

"The East Arnhem Youth Strategy 2024-2027 will not just be a document; it's a commitment to our youth, their aspirations, and their well-being," said Priscilla Yunupingu.

"We want to create an environment where every young person feels valued, and empowered to pursue their dreams. It will bring together community and stakeholders to enhance our service delivery now and into the future"

The results of the Birr Rawarrang Ward and Gumurr Marthakal Ward By Elections that was held on Thursday 29 February 2024 has been finalised. In both Wards, three candidates contested the election for one Councillor vacancy and by securing the majority of votes, David Warraya and Stephen Malwarriwuy Dhamarrandji are duly elected as Birr Rawarrang Ward and Gumurr Marthala Ward Councillors.

Stephen Malwarriwuy Dhamarrandji

Stephen Malwarriwuy Dhamarrandji is a Djambarrpuyŋu person, born in Nhulunbuy and raised at Rulku in Milingimbi by his three grandmothers from the Gupapuyŋu clan.

At 12, he went to Galiwin’ku and his schooling was at Shepherdson College. In 1993 he moved to study at St John’s College in Darwin where he boarded for three years. After that he came back to Galiwin’ku and graduated year 11 from Shepherdson College.

Stephen has completed an accreditation course in Community Based researcher at Charles Darwin University (CDU). To recognise his skills in intercultural facilitation and research practice, he was awarded an ‘Indigenous Community-based Researcher‘ micro-credential from Charles Darwin University and he was certified both by CDU and a Senior Yolŋu authority in Galiwin’ku.

Stephen has extensive experience in working with the community, and helping Yolŋu and Balanda brothers and sisters. He works as a Coordinator and Skills Development Officer at Yalu’ Marŋgithinyaraw Indigenous Corporation. He works with the Stronger Communities for Children (SCfC) program, assist with training and coordinate research projects with researchers from CDU and support capacity building within the organisation.

Stephen’s main focus is in helping his community to move forwards in a positive direction supporting his community members where needed.

David Warraya

David Warraya is a vibrant and well respected member of the Ramingining community. He brings extensive cultural knowledge and wisdom to the Council. He is committed to ensuring the voices of the Ramingining Local Authority and the people of many homelands and Birr Rawarrang ward are heard. David has proven to be an active member for the Ward, with his heart and mind focused on the people of his community.

Vanessa Gaykamangu - Youth Mentor

Vanessa is a Youth Mentor with the Wapurarr'Place, the youth mental health program. We are proud to work alongside her as she guides, teaches, and encourages the leaders of tomorrow. Vanessa has a particular strength in youth engagement, never hesitating to get down on the floor alongside kids, messy in craft or discussing challenging topics. Vanessa is also a literacy trailblazer, a key member of the team at Gapuwiyak's first library.

Harlowe Arden - Trauma Informed Care Coordinator

"My role at EARC is Trauma Informed Care Coordinator. I am a counsellor, specialised in complex trauma. I grew up in a small village of 80 people in the bush in Victoria, where a herd of kangaroos would sleep around our house every night. I came to Gapuwiyak in 2022 to design and run the Council’s youth mental health program, The Wapurarr’ Place. We work with intensively with young people and their families to build strong minds and spirits. Additionally, we run mental health focused events and workshops with the community and staff training on mental health related topics. I also started the first public library in Gapuwiyak, which has quickly become one of the most popular activities for young people in Gapuwiyak. When I’m not working, I enjoy playing guitar, singing, and trying new things."

Jennifer Newton - Council Services Manager

"I've been living in Arnhem Land for 4.5 years. Throughout this period, I've had the privilege of working across various communities, with a significant portion of my time dedicated to Milingimbi and Ramingining under the employment of the East Arnhem Regional Council. I enjoy all that life offers in community including meeting new people, engaging in buffalo hunting, and learning about Yolngu culture and language."

Taylah Mills - Administration Support Officer

"I'm honored to have been selected as one of the 2023 NT Youth Week Ambassadors, where I worked closely with young people from diverse backgrounds. Together, we discussed important issues facing youth in our community and collaborated on activities that truly reflected their needs and interests. This was a significant achievement for me as it highlighted the importance of listening to and involving all young people in decision-making processes, leading to activities that truly resonated with their interests and needs.

In my role as an Administration Support Officer with the East Arnhem Regional Council for over a year, I assist the Tenancy Manager and coordinate travel arrangements for council members and staff. I also play a crucial role in organizing council meetings, ensuring all members are well-prepared and supported. It's a privilege to contribute to these meetings and witness the dedication of our team in improving our communities and ensuring resident satisfaction. I am very appreciative of all the wonderful opportunities I have had and the support I have received in my role as a result."

News update: Asbestos Management on Elcho Island (March 2024)

These organisations - the Northern Territory Government, Australian Government (National Indigenous Australians Agency), East Arnhem Regional Council, and the Northern Land Council (NLC) - are sharing this information with both Yolŋu and Balanda communities.

The NT Government, Council, and NLC have been working to locate areas containing asbestos on Elcho Island. This effort aims to develop strategies ensuring the safety of both Yolŋu and Balanda residents from the health risks associated with asbestos exposure. Asbestos fibers can cause serious illnesses, but the risk is significantly lower if you avoid contact with it. Nonetheless, understanding this issue is crucial for safeguarding your family's well-being.

To identify asbestos sites in Galiwin’ku, the NT Government, Council, and NLC enlisted the expertise of Agon Environmental, a specialised organisation in asbestos detection and cleanup. Agon Environmental conducted surveys on Elcho Island and documented the locations where asbestos was found.

The resulting report from Agon Environmental, funded by the NT Government, Council, and NLC, has been shared with the Australian Government as well. This comprehensive report outlines the locations of asbestos on Elcho Island and provides guidance on creating safety plans for Yolŋu and Balanda families. These reports will be soon accessible on the council website.

Asbestos was found on the ground in various places around Elcho Island, believed to originate from old houses constructed with asbestos-containing materials. In the past, before 2009, some workers improperly disposed of asbestos by leaving it on the ground after demolishing old houses, rather than in a secure location. Over time, natural events such as storms and cyclones have dispersed some of this asbestos within the community.

In September 2022, workers conducted cleanup operations to remove asbestos from various locations on Elcho Island. The areas that were cleaned up include:

Clifftops along Mission Beach
Grass areas around the Church
Road crossing near the Sport and Rec hall
Bushland surrounding the oval

Moving forward, workers will continue to monitor and address any asbestos found on the ground.

Workers will soon assess two large old tip sites located outside of town to determine the best approach for removing all asbestos present. It's crucial for people to refrain from dumping rubbish at these sites and to avoid walking or driving through them due to the asbestos hazards.

The map displays areas that have already undergone cleanup and received clearance certificates, as well as new areas slated for cleanup this year. Additional information, including communication materials, will be made available on the website.

If there are concerns about asbestos in community housing, individuals are encouraged to contact Housing at 8987 0533.

Council marks the passing of Mr M Wunungmurra

With great sorrow Council marks the passing of Mr Wunungmurra, Chairman of the Arnhem Land Progress Association, and brother to Councillors Bobby Wunungmurra and Bandi Bandi Wunungmurra.

President Lapulung Dhamarrandji has stated “This is a shattering moment for losing a man who had such integrity in his heart.”

Out of our deep respect Council has closed all operations across the nine communities, and the Nhulunbuy Regional Support and Darwin Support offices.

All flags across all nine communities are being flown at half mast from now until the end of next week.

Our thoughts are with all the families, kin and all who knew and deeply respected this great man.

Yirrkala Bark Petitions : Sixty years later, the fourth Petition is coming home

Historical significance

The Yirrkala Bark Petitions hold historical significance in the Indigenous Australian land rights movement. These documents, crafted by Yolŋu people, were traditional paintings on eucalyptus bark, fusing Indigenous artistic elements with English statements. Created in response to the government's unilateral decision to permit bauxite mining without proper consultation, two of these petitions were sent to the Australian House of Representatives in 1963 while the two other ones were sent to Gordon Bryant, a parliamentarian, and to Stan Davey, a campaigner for Indigenous rights.

Calling for a reconsideration of mining rights without adequate Indigenous consultation, the Yirrkala Bark Petitions emphasised the deep spiritual and cultural connection of the Yolŋu people to their land, seeking legal recognition of their rights.

The presentation of these petitions marked a pivotal moment in Australian Indigenous land rights activism. They were the first petitions in Australian history to instigate such an immediate parliamentary response. They contributed to increased awareness and discussion about Indigenous land rights.

Of the four Yirrkala Petitions that were made, two are held at Parliament House in Canberra. The Petition sent to Gordon Bryant was donated by his family to the National Museum in 2009.

Sixty years later, the fourth Petition is returning to Yirrkala. A ceremony to celebrate the repatriation is scheduled for December 7, 2023, from 1 pm to 3 pm at the Buku-Larrnggay Mulka Centre, Yirrkala.

Thank you to all who attended the official launch of the East Arnhem Regional Mural in Nhulunbuy.

Witiyana Marika led the traditional Buŋul welcoming ceremony, followed by a moving address by Marpalawuy Marika, a key Councillor for the Gumurr Miwatj Ward of East Arnhem Regional Council.

A short film was then shown of how community members were engaged from across the region, to develop and then create the mural, with five unifying themes.

The making of the mural shows well how we Yolngu and Warnindilyakwan Yolngu are connected and bonded with our Balanda (non-Indigenous) wawas (brothers) and yapas (sisters).

As Marpalawuy Marika said to all gathered "we are stronger when we are united together".

EARC wins National Award for outstanding Animal Management Program

This week our Veterinarian/Animal Control Manager Dr Madeleine Kelso attended the 'Big Hairy People and Pets Summit & Workshops' on the Gold Coast. The conference was organised by the Australian Institute of Animal Management, G2Z and AMRRIC.

The theme of the conference was 'Breaking Down Barriers' with international speakers talking about many topics including community engagement, supporting disadvantaged pet owners keeping themselves and their pets healthy and dog behaviour and aggression.

East Arnhem Regional Council are thrilled to announce that our program won the award for best 'Regional and Remote Animal Management Program or Initiative'. This is a nationally recognised award from the Australian Institute of Animal Management and the team is so proud of the work they do to help our families and their animals in the East Arnhem region.

Congratulations to Dr Maddy and the committed and hardworking EARC Animal Management team and local community staff on this prestigious award. Dr Maddy is pictured here with Brooke Rankmore CEO AMRRIC presenting her with the award at the conference.

Shining bright: Ramingining oval lights up the night !

East Arnhem Regional Council recently organised an event to mark the installation of new lighting at the Ramingining Oval, a project that commenced in July and has now been completed.

The lights not only illuminated the oval but also brought a sense of excitement to the community. We marked this occasion with the first-ever night game of AFL held between local teams, The Magpies and the Buffalos. As soon as the lights were switched on, the atmosphere was filled with an overwhelming wave of enthusiasm and joy.

The lighting at the oval covers a substantial area, boasting over 130 Lux, ensuring that the event and activities continued well into the night.

This project was made possible through a combination of East Arnhem Regional Council's allocated reserve funding and essential Local Authority Project Funding from the Northern Territory Government. Both funding sources play a critical role in supporting various approved Public Infrastructure projects throughout the East Arnhem Communities.

Joyleen Bara Bara, our dedicated Umbakumba Early Childhood Educator, has been nominated in the "Outstanding Aboriginal Educator" category for the Northern Territory Education and Care Awards.

The NT Education and Care Awards recognise the outstanding contributions of early childhood educators who consistently provide quality learning opportunities and show a deep commitment to the well-being of Northern Territory children and their families.

Joyleen recently attended the awards ceremony in Darwin and was honoured as a finalist. This achievement reflects her years of service and unwavering dedication to the children, families, and the Umbakumba community.

We are immensely proud of Joyleen and deeply appreciate her significant contributions. Her work has had a positive impact on many lives. We extend our heartfelt congratulations to her for this well-deserved recognition.

Throwback to Clean-up Galiwin'ku Week: A collective effort for environmental impact

In late August, Galiwin'ku witnessed a remarkable demonstration of community engagement and environmental responsibility during the Clean-up Galiwin'ku Week. This initiative, proudly hosted by the East Arnhem Regional Council (EARC), underscored the potential of collective action in fostering a sustainable and ecologically conscious community.

A key highlight was the reintroduction of the "Cash 4 Containers" program into the community. This program not only encourages sustainable practices but also motivates residents to actively participate in recycling endeavours.

Over the span of four days, residents of Galiwin'ku collaborated to achieve a substantial environmental impact. An impressive 48,000 beverage containers were collected and subsequently transported to Darwin for recycling. This accomplishment not only reduces waste but also reflects the dedication of Galiwin'ku residents to the preservation of their natural environment.

We extend our appreciation to Shepherdson College, whose students and staff played a significant role in this initiative. On a Friday morning, they conducted a comprehensive clean-up operation, collecting an impressive 3,000 containers in just one hour!

Clean-up Galiwin’ku Week: Let's recycle and keep our community clean

Clean-Up Galiwin’ku Week will take place from 28th August to 1st September. This special event aims to promote recycling and raise awareness about the environment in our community.

Cash 4 Containers – 28 August to 1 September

As part of Clean-Up Galiwin’ku Week, the East Arnhem Regional Council will set up convenient Pop-up recycling depots at the Council Office and Council Depot. The focus will be on the Container Deposit Scheme, where residents can bring their used cans and bottles to these depots and receive cash in return. It's a simple way to earn a little extra money while contributing to the environment by ensuring proper recycling of these items.

Mobile Muster – 28 August to 1 September

Alongside Cash 4 Containers, we will also have the Mobile Muster program. Collection sites for old and unwanted mobile phones will be set up at the Cash 4 Container areas. By recycling your old phones, you can help prevent harmful electronic waste from ending up in landfills and contribute to the recovery of valuable resources. You'll receive $0.50 for each old mobile phone recycled.

Cash for Trash/Clean-up Day – 1st September

To conclude Clean-Up Galiwin’ku Week, we will have a Cash for Trash/Clean-up Day on the 1st of September. On this day, you can bring your filled trash bags to the designated drop-off point and receive $5 per bag. Participants will also receive raffle tickets for prizes. This incentive is designed to encourage everyone to take an active part in cleaning up their surroundings, ensuring that litter is properly disposed of and not left to harm the environment.

How to get involved?

Getting involved in Clean-Up Galiwin’ku Week and the recycling programs is easy:

Collect your used cans and bottles for Cash 4 Containers.
Gather your old and unused mobile phones for Mobile Muster and receive $0.50 for 1 mobile phone recycled.
On the 1st of September, fill up your trash bags (you can approach the council office if you need empty bags), bring them to the Clean-up Day drop-off point, and receive $5 per bag.

The East Arnhem Regional Council arranged a special Citizenship Ceremony in the community of Galiwin'ku. This ceremony, held on May 30, 2023, aimed to celebrate and welcome new Australians who have chosen Galiwin'ku as their home.

The East Arnhem Regional Council has a long-standing tradition of organising such citizenship ceremonies to recognize the importance of Australian citizenship and its values. These ceremonies serve as a significant milestone for individuals who have decided to embrace their new country and contribute to the diverse fabric of Australian society.

The purpose of the Citizenship Ceremony is to provide a platform for new citizens to formally pledge their commitment to Australia, affirming their dedication to upholding the country's values, laws, and traditions. It also serves as a symbolic recognition of their newfound status and connection to their adopted home. They are designed to create a memorable and inclusive experience for the new citizens, their families, and the community as a whole.

Community Consultations Underway for the East Arnhem Mural Project

Actioning the requests of the East Arnhem Local Authorities, Council has engaged with mural artists, George Domahidy and Luke Breen to execute the East Arnhem Mural in East Arnhem Regional Council’s Nhulunbuy Support Office. The artists are currently consulting with the nine communities through art and creative mediums to identify themes that are to be featured on the final mural.

As part of community consultations in Gapuwiyak, the community now owns the newest mural in the region. A stunning piece of community art, the mural is a true reflection of the how both Yolngu and Balanda have worked together in the past to support and strengthen to the communities. The mural proudly reads, “Working Together, Standing Strong” whilst featuring the windmill that was built by both Yolngu and Balanda during the early-mission days - a theme that was raised by the Gapuwiyak Local Authority for their community.

Council continues to support and promote this attitude of collaboration between organisations, stakeholders and different levels of governments for the benefit of the East Arnhem communities.

EARC is certain that this mural project will be a source of inspiration that continues to celebrate the strength that comes from unity in diversity.

Governor-General Hears the Voice of our Future

East Arnhem Regional Council facilitated a forum over breakfast for Their Excellencies Governor-General of Australia David Hurley and Mrs. Hurley to connect and interact with students representing the schools in the Gove peninsula.

This meeting builds on the long-standing interest the Governor-General has in the wellbeing of regional and remote Australia; of the many conversations, the biggest were discussions on the region’s education institutions, unique lifestyles and communities.

The Governor-General also opened the floor for questions which was very well received by the students.

Council would like to thank Nhulunbuy Primary School, Nhulunbuy High School, Nhulunbuy Christian College and Dhupuma Barker School for their participation.

Condolences for Her Majesty Passing and Gifts of Hope and Peace

East Arnhem Regional Council President Lapulung Dhammarandji acknowledged the passing of Her Majesty Queen Elizabeth II and conveyed his condolences to His Excellency Governor-General of Australia David Hurley.

President Dhammarandji also presented the Governor-General with a cultural spear and woomera extending a sign of hope and peace between the two worlds; Yolngu and Balanda in Australia. “I give you this special Spear of hope and Woomera of peace. They are given in trust and good faith as we are all intertwined; To recognise and further build our bond, through a bridge of commonality and to create a brighter future for all Australians, united in our shared nation,” said President Dhammarandji in his welcome speech.

The Road to Recognition – First Nations Regional Government

East Arnhem Regional Council President, Lapulung Dhamarrandji welcomes the recognition of the National Indigenous Australians Agency CEO, Jody Broun, in her address to the ALGA National General Assembly in Canberra last week of “Indigenous led Local Government” and its important role in gaining real progress in Closing the Gap.

This acknowledgement followed the resounding endorsement of motions put forward by East Arnhem Regional Council at the National General Assembly of the Australian Local Government Association – in support of the formal recognition of Aboriginal Community Controlled Governments across the nation.

President Lapulung Dhamarrandji went on from the National General Assembly to meet with the new Minister for Indigenous Australians, Linda Burney at Parliament House, and Assistant Minister Malarndirri McCarthy, who joined from the Northern Territory. He welcomed their appointment as Ministers and the Indigenous leaders spoke with agreement about how real change and improvement in the lives and future of Indigenous people depends on true ground up leadership and capacity.

President Dhamarrandji and CEO, Dale Keehne, talked through how the First Nations East Arnhem Regional Council has up to 126 Indigenous representatives, including 14 elected Councillors across 6 cultural based areas, elected by over 10,000 community and homeland members across the Yolngu and Anindilyakwa peoples.

The President then moved to present Minister Burney with the ‘East Arnhem First Nations Call for Recognition’. He talked through the Call and how it affirms that the Aboriginal Controlled Local Authorities and Regional Government in the remote Northern Territory, offer a ‘bridge’ between Traditional Owners, Clans, Indigenous community and homeland members, Land Councils and other Aboriginal organisations - with the two other levels of Balanda (non-Indigenous) government, to work in unity to Close the Gap.

In line with the Call for Recognition, President Dhamarrandji invited Minister Burney to join him on country to join in the Makarrata ceremony, known as the Ralmanapanmirr ga Ngayanguwangnganythirr ceremony. As the Call for Recognition states “this ceremony, part of our sacred and unchanging Rom (Law), is the foundation to overcome the divisions between us, to allow for genuine truth telling, to develop understanding and real reconciliation and build unity and a better nation for us all.”

Council is pleased Chief Minister Natasha Fyles has accepted the invitation to join the important Makarrata ceremony and is currently liaising with the offices of the Chief Minister, Northern Territory Ministers Selena Uibo and Chansey Paech, Minister Linda Burney, Senator Malarndirri McCarthy and Pat Dodson, Special Envoy for Constitutional Recognition and Implementation of the Uluru Statement – to confirm a date when all these important Ministers can join the important ceremony, most likely in September this year.

Missed but Never Forgotten

A memorial service was held on Friday, 15th July for former East Arnhem Regional Council Councillor and community leader, Mr. D Marika at the Yirrkala Church.

Mr. D Marika who passed away earlier this year, was fondly remembered by family, friends and those he endlessly laboured with to strengthen the East Arnhem communities and homelands.

No matter the relationship to Mr. D Marika, he was often mentioned as a ‘strong leader’, ‘honest’ and ‘loving’; a man who possessed an ‘infectious’ laugh and a ‘cheeky’ grin by speakers who were invited to share by Mr. D Marika’s widow, Marrpalawuy Marika.

Marrpalawuy Marika spoke with strength and passion of her commitment as a newly elected Councillor.

EARC President Lapulung Dhamarrandji said, “He encouraged me to stand for President of the Council. This man of integrity stood for the Sovereign rights of his people. We need to understand this chapter, regardless of our colour and stand in solidarity and walk alongside to enhance breakthroughs. I stand the same way to take my people to the next level and continue the legacy of my brother.”

EARC Chief Executive Officer Dale Keehne mentioned in his tribute, how Mr. D Marika was walking further down the Road to Recognition for Land Rights of his father, to the Road to Recognition of Aboriginal Controlled Regional Government – to a Yolngu Sovereign Government. “In all his work, with Rirratjingu, Miwatj, the Community School, Church, Council and Local Authority – he showed and lived by his firm conviction, that we must all be in this together, ‘Yolngu ga Yolngu, Yolngu ga Balanda’. Mr. Marika showed us a path we can all walk on together; to build a better and beautiful life for all Australians, Yolngu and Balanda,” he added.

Mr. D Marika’s funeral service is planned for 19th July 2022 at the Gangan homeland where he will be laid to rest.
